Yes, that is true. My Volare is in restore and has the bumpers removed, but brackets still attached. Two of the brackets have rotated slightly, maybe 20 - 25 degrees, just from being lightly bumped in the shop. I just put a pipe wrench on them and they rotate without much effort. Mine are not...
