How to remove 85 Fifth Ave wire wheel covers without tool?

Searched the internet and not much info in general and found nothing for the Fifth Ave. I popped the front left cap off to see what was holding it on and there is a some kind of metal cap but unlike any other pictures I've seen, mine has no screw on it. It's just plane flat metal so I have no clue how to get this thing off.

If it doesn't have the screw then there's probably no security tab on it and you just pop off the hubcap. Post a pic!

Take a short drive on any pothole filled state road in PA and if they pop off and fly into the ditch, you don't need a tool. :D

Not easy to see but if I look in there or put my finger in there it's just a flat surface with no nut or anything. So perhaps I can try just prying them off.

The bolt that you need the tool for has been removed
Just pry it from outer edge.
