It's not really a dress up kit, all the parts are standard semi-gloss black. Since I don't speak Dutch and the translator is "unable to translate this page", hard to know exactly what it is.
Maybe he means 'dress up' as in the parts needed to dress a long block like valve covers, timing cover, oil pan, etc.
