A pencil or crayon rubbing usually makes it easier to read – in many cases. Also, holding a flashlight at a sharp angle can make it more readable (sometimes).

Here is what my eyes were able to detect (which might not be 100% correct):
Tag one
R66 N56 P31 P45 R32 CTD
_35 _36 M43 M40 N91
G11 G52 H51 J25 J52 M31
RF3 ___ U 2 A_8 C21 G58
RF3 C6F6 000 616 DN727_
E46 D32 HL45 H8B G61793

Tag two
_2 1_ 799
RL45 H8B 361793
The “_” means I can’t tell – except for the 4th line from top which the space was intentional.

Maybe the first double tag F-body I've seen.
Seen a lot of double tag J, M, B-body's, etc., though.

Can you make sure of those digits and post back, please?

I thought I had replied to this. Been out sick with flu the last few days.

Tag one
N88 - Auto Speed Control (w/Automatic Transmission, only)
N95 - Emission Test and Label (California Emission Controls)
P31 – Power Windows
P45 – Power Deck Lid Release - Electric
R32 – Dual Rear Seat Speakers
CTD – Continued onto next tag
M35 – not sure
M36 – Rear Bumper Periphery (I suspect is rear bumper guards, maybe)
M43 – Grill Surround Molding
M44 – Hood Center Molding & Ornament
N91 - Special Emission Package
G11 – Tinted Glass - All Windows
G52 – Left O/S Mirror Remote Chrome - Standard
H51 – Air Conditioning w/Front Heater
J25 – Deluxe Windshield Wiper (3 variable speed)
J52 – Hood Release - Instrument Panel Mounted
M31 - Belt Moldings - Door/Quarters
RF3 – Upper Body Paint Code – in this case: Mint Green Metallic
U – Built to USA specifications
A68 – Premium Interior Group
C21 – Center Front Cushion/Arm Rest
G56 – not sure – but suspect a Right side mirror delete
RF3 – Lower Body Paint Code - Mint Green Metallic
C6F6 – Interior trim code – Vinyl non-reclining bucket seats (40-20-40, I presume) in medium green
000 – Interior paint color – in this case, same as exterior
616 – Vehicle was built June 16, 1978
DM7270 - Vehicle Order number
E46 – 318 4-bbl (non-High Performance) almost all California cars w/318’s were 4-bbls, for emission purposes.
D32 – A998 automatic 3-speed transmission
VIN
N – Aspen
L – Low Price Class
45 – 2 (rows of) seat Station Wagon
H – 318 4-bbl (E46)
8 – 1978
B – Built at Hamtramck Michigan
361793 – Sequence Number

Tag two
I suspect there might be a code or two hidden by first tag, possibly.
13 – Sent to/sold in Idaho, USA
799 – not sure
VIN RNL45 H8B 361793 (repeat of above)

Most F-bodies came from factory without mirrors on Right side doors.
It was not uncommon in possible high altitude areas (or those who might drive over the Rocky mountains often, for dealers to order 318 4-bbl cars – which only came with California emissions (which in my opinion offset any benefit of having a 4-bbl) – like in areas like Idaho.
