My -83 has undergone some pretty wonky re-wiring and I am currently renewing them a bit.

The question is: are the wires in the circled part just positives split from main cable to multiple smaller ones? So I could remove the original "lump", add one proper busbar or fuse box and split them up that way.

This mess is coming off of the positive side of the battery?

Those wires are the fusible links. Yes, you could mount a small fuse panel to replace the links, so long as the right amp fuses are used. I'd kind of recommend using a panel that takes mega-fuses, just to reduce voltage drop you may get through the small prongs on the regular size fuses, if possible that is.
