They make it a little confusing. I think they mean that that only if it has all original paint, which could be more than 50% deteriorated, and the other three areas qualify, the car could be considered a Survivor.

I saw this at a dealer in Michigan City, Indiana yesterday. Looks like a good one. Located just off of U.S. 421 just South of Interstate 94. Loo9ks like a good one but I didn't try it out to see how it runs.
