A grinder and burr like you would use for porting cylinder heads. The pointy tip should get in there. But that's only if you have the tools.

I have seen some wheel vintiques that wont balance unless you put weights 2/3 of the way around the rim. Summit will allow returns, but be careful. I have seen a few like that now. I am not about to buy one just to have to send one or two back after painting them and trying to balance them.
