I think it's just the lighting that makes the wheel look funny. That car looks like 54k not 154k.
 
It could alos be that the preivous owner had what is called "acid hands" in the guitar world. Some people's sweat, due to body chemistry is quite acidic in pH. On guitars, it will, gradually, eat the lacquer off of the guitar's top and back of the neck. Could be what has taken the shine off the steering wheel.

I have acid hands.
At a gig I'll destroy a set of strings in a night.
And I've dissolved the lacquer on all of the fretboards on all of my guitars....
