87 cruise control testing

I have searched and found the troubleshooting chart. Mine will not set/hold speed. I was wondering if any body had wiring diagrams or testing procedures. I have already checked the fuse. I do not know what reading I should be seeing at what points in on or off or if pushing set when in park.

On my '82 Fifth Avenue the cruise control wasn't working it turned out a plug wasn't plugged in all the way under the hood (it looked like it was plugged in but wasn't) check all plugs under the hood first

I will check connections. I suspect something might be going on in the stalk switch(es). The push to wash does not work unless the wipers are already on.
I know the basic concept of cruise control function, but the nuances in implementations need to be taken into account when testing.
