Brake light switch/cruise control

How can I test to see if a brake light switch is causing problems with a non-functioning cruise control? (1989 fifth avenue)
BTW- this forum is awesome, everyone has been most helpful with all my questions!
 
I'm not sure what type speed control an '89 has off the top of my head. On the earlier ones anyways, the speed control part of the brake light switch had continuity with the pedal at rest, and no continuity with the pedal depressed an 1/2-1" or more, opposite of the brake light portion.
