Ratchet with an extension is what I've always used.

mine were all machine screws, not bolts, is that a F vs M body thing?

They should be hex head screws like some of the others on the dash.

Someone put wrong ones in at some point then.

Just taken off...all hexheads except for the two screws that are to the left and right of the cluster...These are in horizontally.. a bit rusty underneath..
