Torque specs for a 360

It's 40- 95 in-lbs depending on year. The lower number for older years with normal bolts and tighter for the newer ones ones with the triangle washers on the bolts.
No real pattern to follow. Just snug them down and don't over tighten.

I would start at the center bottom bolt and work your way out alternating side to side. Torque down in a couple increments. Especially if you're using the cast aluminum valve covers.

If you can lay your hands on a pair of the rocker cover gaskets with the torque retention inserts in them, those gaskets require longer Grade 8 1/4-20 bolts torqued to 100 inch pounds. Just like the cylinder heads start from the center bolts and work your way alternately to both ends.
