So the first stop from the underhood harness for hot runs to the dimmer switch?

So if the dimmer switch does not have 12 volts it has to be underhood issue for the power loss?

L1 12bk after splice goes to head light switch and leaves switch L2 16 LGN to pin 27 of 40 way connector C1 50 input and output to foot dimmer switch.
