the F Body one looked rebuilt yes. i didn't really look it over that much but definitely had fresh paint on it. this Pennsylvania one looks promising. muddy in there but doesn't look like anything is broken

for some reason Depts in the DC area really liked that look. even Baltimore County would put those rings on their cars. this continues to this day. you'll find Explorers with rings on their wheels in PG and DC although much rarer now. i think Chicago/Indiana area Depts liked this look too.

lean burn is gone? checked for vacuum leaks? how are your spark plugs? also check the vapor canister. i've had that thing shoot crap into the carburetor causing similar issues.
