Went through this on mine recently as well when my 77 got backed into and I found a 79 donor.
I was really surprised when the bumpers were also different. Pleasantly surprised though that the 79 bumper assembly is a LOT lighter than the 77.

Yes, that is true. My Volare is in restore and has the bumpers removed, but brackets still attached. Two of the brackets have rotated slightly, maybe 20 - 25 degrees, just from being lightly bumped in the shop. I just put a pipe wrench on them and they rotate without much effort. Mine are not rusty. Maybe some WD-40 on your brackets could get them moving again.
