fender tag type question

Anyone have any idea why one of the fender tags on my car references "3rd Floor"? This has bugged me for years.

Thats some serious taggage. I've never seen that 3rd Floor tag. Never heard of such a thing. Is Windsor Assembly multi-leveled?

I was thinking about removing the tags, shading with pencil on one sheet of paper. Then I can take a picture of the sheet of paper, and reattach the tags to the fender. That would also make it easier to decode and keep a record.

Does the stamped numbers and letters of the oval tag match with the standard fender tags?
Looks like the "3" is different.

I took the tag in question off. What it actually reads on the first line is: "PILOT TU-TONE and the bottom line reads "HOOD 3RD FLOOR". Stamping style looks same to me.
