Those were optional wheels, my dad had those on his 87 5th ave. His was Burgundy with red interior though. I think they call them snowflake wheels.

Yes they are called snowflakes. They were much more common on the Imps. They are kind of similar to GMs Trans Am wheels. Although they are more of a luxury wheel they do look cool on the right car.
