I think each MTO office makes up rules as they go. There are plenty of guys running YOM plates on their cars from the 50's, 60's and 70's and they certainly would not reflect.

I had a set of YOM plates but I couldn't register them because the prvious owner never cancelled them out and I wasn't about to start tracking down the guy just so I could bolt on 40 year old plates.

I use Historic plates now. The main reason I got them was because they were exempt from the City of Toronto $60 surtax. With 5 licensed cars that's $300 extra on top of regular fees so $18 for the old car sort of balanced things out.
