Rusted frame

I'm looking at an aspen r/t with a section of rusted frame,could I plate over the rusted areas and would that be safe?

My choice would to find some three sided channel and weld it over the rusted frame section and attach it to the floor boards if they are in good shape.

There is a pretty common rust-through spot on F-body frames. The front left member that runs underneath the driver seat and heads toward the engine. I bought a subframe section from a company in Rhode Island for about $137 if that's something you're interested in. Look up Mopar F-body subframe if interested.

drivers front frame rail partial "safety-cap" from A.R.T.?

I'm pretty familiar with the rust-prone areas on the F's.

Thats a heavily loaded area. Make sure its solid and safe.
