Stiff brake pedal

Have a 1979 Aspen with stiff hard pedal. How do you know whether its the Booster or Master Cyclinder ?

Do they work? Usually when master cylinders are bad it's seized or leaking, if they work but not getting power assist it's the booster.

Barely have to stand on the pedal even when moving very slow
