I don't want to steal their pic since there aren't many shots of it around it seems (and theres some other cool stuff in this link) but it looks like the same fast idle lock knob as commins ram had..

Definitely do not try to use it for cruise control. That's not what it was for. It was simply to raise up the idle speed a bit to accommodate extra electrical load and to assist with engine cooling.
