Is this a bad water pump or a bad timing chain cover, or something else (i don't know why the picture keeps showing upside down)

Looks like it could also be a leak from the lower hose connection at the water pump. Get it warm and under pressure an look carefully for the source. Just keep in mind that coolant usually runs down hill , so look up.

it's dripping down from somewhere. hose or radiator pin hole maybe. depends how bad it is. check where your over flow discharge is pointed too. if your system is over full or over heating it could could just be from the over flow

Well I think I found the problem: the hose clamp on the lower radiator hose was loose.
