Once the clearcoat is compromised, the base is no good. It fades quickly and gets contaminated. Nothing will stick to it and even if it did, it would look extremely blotchy and mismatched with new clear over it. Basecoat is not meant to be exposed to UV, moisture, silicones etc. Once there are openings in the clear it rapidly deteriorates. In addition to that, base, and clear should be sprayed within a flash coat (an hour or two max) window and using the same product line or you can count on it peeling again. Mixing and matching product lines often explains why you see cars with peeling clear, that and poor prep. It really is worth doing right. It takes a lot of effort to do it all wrong, add some effort and a bit of money and your paint job will last years and years.
